Shura Council Secretary-General Pledges Continued Support for Council’s Legislative and Oversight Role

Doha: HE Secretary-General of the Shura Council Nayef bin Mohammed Al Mahmoud announced that the General Secretariat will continue to bolster its support for the Council by providing essential technical, administrative, and organizational services. This commitment aims to facilitate the Council members in effectively fulfilling their legislative and oversight duties.

According to Qatar News Agency, HE Al Mahmoud addressed these points at the conclusion of the first regular session of the second legislative term, marking the Council's 54th annual session. He emphasized that the session's achievements were a testament to the dedication of Council members, under the guidance of HE Speaker of the Shura Council, Hassan bin Abdullah Al Ghanim. The session was dedicated to the review of legislation, discussion of national priorities, and furthering the Council's legislative and oversight goals.

The session comprised 37 regular sittings where the Council reviewed 23 draft laws, engaged in general debates, and conducted hearing sessions. The standing committees of the Council were instrumental in examining the matters referred to them. HE Al Mahmoud highlighted that the General Secretariat was pivotal in providing an effective institutional framework through coordinating meetings, managing administrative and technical needs, and supporting the standing committees, ensuring the uninterrupted functioning of the Council.

HE Al Mahmoud noted that the Secretariat's responsibilities extend beyond mere administrative tasks. The Secretariat is committed to enhancing parliamentary support through the evolution of work processes, improved institutional coordination, increased operational readiness, and the modernization of systems to meet the Council's growing legislative and oversight responsibilities.

The Secretary-General underscored the launch of the Shura Council General Secretariat Strategy 2025-2030, initiated at the beginning of the session. This strategy represents a significant step toward modernizing institutional performance, focusing on reinforcing legislative and oversight support, improving administrative and operational efficiency, and promoting digital transformation and innovation.

The strategy was designed following a comprehensive institutional review of the Council's governing legislation and operational framework, aligning with Qatar National Vision 2030 and the Third National Development Strategy. HE Al Mahmoud explained that this strategy offers a practical roadmap for transforming the General Secretariat into a more integrated support entity, emphasizing strategic planning, governance, performance measurement, and digital transformation, while enhancing service quality for Council members and committees.

He also commended the collaboration with government entities and relevant institutions, which has facilitated the Council's work and strengthened coordination among national institutions, supporting Qatar National Vision 2030. The Secretary-General praised the professionalism and dedication of the General Secretariat staff throughout the session, attributing the smooth proceedings of the Council's work to the concerted efforts of its administrative and technical teams.

In his concluding remarks, Al Mahmoud reiterated the Secretariat's commitment to further enhancing its capabilities and supporting the Shura Council's future legislative and oversight roles for the State of Qatar, under the leadership of HH the Amir Sheikh Tamim bin Hamad Al-Thani.

Separately, Shura Council members expressed in press statements that the first regular session of the second legislative term, corresponding to the Council's 54th annual session, demonstrated the effective integration of the Council's legislative and oversight responsibilities in serving the nation and its citizens.
