Doha: HE President of the Civil Service and Government Development Bureau and Secretary General of the National Planning Council Dr. Abdulaziz bin Nasser bin Mubarak Al Khalifa emphasized that the State of Qatar's celebration of Qatar National Day (QND) every year embodies the meanings of loyalty and pride in the national heritage, and reflects the deep adherence to the authentic values and principles established by the founder of the State of Qatar, Sheikh Jassim bin Mohammed bin Thani, and followed by the leaders after him.
According to Qatar News Agency, His Excellency said that this immortal national occasion represents a unifying milestone for renewing the covenant between the leadership and the people to continue the path of comprehensive construction and development, indicating that the QND is a fundamental pillar for consolidating national identity and strengthening the spirit of unity and social cohesion, reflecting the strength and stability of the state, in addition to being a national celebratory occasion.
His Excellency added that the QND confirms that the State of Qatar, its leadership, government, and people, is steadily moving forward in preserving its cultural heritage, and is open to the future with an ambitious national vision aimed at achieving sustainable development and ensuring a decent life for successive generations.
His Excellency indicated that commemorating the national occasion annually is a practical affirmation of the continuity of the state's development approach, and a reminder of a glorious national history shaped by a firm will and unwavering determination, which contributed to building a modern state that enjoys a prestigious position regionally and internationally, noting that the QND represents an opportunity to enhance national awareness, link the past with the present, and look to the future with confidence and competence.
HE President of the Civil Service and Government Development Bureau pointed out that celebrating QND contributes effectively in instilling the values of loyalty, belonging and love of the homeland in the hearts of the members of society, and enhances pride in the wise leadership, and rallying around it as the solid foundation for stability and progress, and the real guarantee for achieving sustainable development for future generations.
His Excellency added that the national occasion reinforces the sense of national responsibility and motivates individuals to contribute positively to the development process, each from their own position, in line with the goals of Qatar National Vision 2030.
His Excellency indicated that this year's QND slogan, inspired by the words of HH the Amir Sheikh Tamim bin Hamad Al-Thani, "With You It Rises, From You It Awaits," embodies a comprehensive national message and a sincere call to the people of the nation to continue the journey of building and giving, to strengthen the values of work and production, and to consolidate the principle of partnership between the leadership and the people in achieving comprehensive development.
HE Dr. Abdulaziz bin Nasser bin Mubarak Al Khalifa emphasized that the QND represents, in its essence, a broad official and popular referendum, through which the Qatari people renew their loyalty to their homeland and leadership, and recall the sacrifices of the founder and the achievements of the leaders after him, drawing lessons and inspiration from them to continue the path of development and modernization.
His Excellency pointed out that this occasion instills feelings of pride and honor in the national identity, and confirms that loyalty to the homeland is not limited to feelings, but is embodied in practical action, unity of ranks, and concerted efforts for the advancement of Qatar and the strengthening of its position among nations.
Regarding the role of the Civil Service and Government Development Bureau in supporting the national development process, His Excellency indicated that the bureau undertakes pivotal strategic responsibilities that contribute to achieving the state's objectives, through developing the civil service system, raising the efficiency of the government, empowering national competencies, promoting innovation and digital transformation, in addition to improving the quality of government services provided to citizens and residents.
His Excellency pointed out that during the current year, the bureau achieved a series of strategic accomplishments that reflect its commitment to Qatar National Vision 2030 and the Third National Development Strategy (2024-2030) and translate its sectoral objectives within the framework of the sectoral strategy entitled "Institutional Excellence and Services".
His Excellency indicated that these achievements contributed to developing institutional performance, enhancing the efficiency of government operations, and improving the beneficiary experience, in line with the requirements of the next stage and enhancing the readiness of the government sector for a more efficient and sustainable future.
His Excellency explained that the bureau pays special attention to employing modern technologies, foremost among them digitization and artificial intelligence, as key tools to bring about a qualitative shift in the development of government services and facilitate access to them.
His Excellency stressed that automating and simplifying procedures has contributed to raising performance efficiency, speeding up the completion of transactions, and providing integrated digital services that allow beneficiaries to easily complete their transactions through electronic platforms.
His Excellency highlighted that there is a comprehensive transformative initiative being implemented, which includes six national projects, aimed at improving the beneficiary experience at all points of contact with the government, through unifying and improving government services, adopting an innovative data-driven approach in designing solutions, monitoring their impact, and employing modern technologies and artificial intelligence, in order to ensure a unified and seamless experience for citizens and residents, enhance customer satisfaction, raise the government efficiency index, and consolidate the State of Qatar's position as a leading country globally in the field of government services.

His Excellency emphasized that the achievements made during 2025 come within the framework of the pivotal role of the Civil Service and Government Development Bureau in developing the government work system and enhancing the efficiency of the civil service, in line with Qatar's National Vision and the Third National Development Strategy.
His Excellency explained that these achievements reflected the progress made in the paths of institutional excellence, improving the quality of services, and developing policies and systems regulating human resources in the government sector.
His Excellency indicated that during the past period, the bureau focused on supporting the implementation of legislation regulating the civil service, foremost among which is the Human Resources Law, in a way that contributes to consolidating the principles of justice, transparency and equal opportunities, and enhancing the efficiency of human capital management in government agencies. He highlighted that this was done through the development of the organizational and procedural frameworks related to human resources, in a way that supports the stability of the work environment, raises the level of institutional performance, and enhances productivity in the government.
He noted that the efforts made in this regard included updating policies related to human resources management, improving career planning mechanisms, and linking them to the needs of government agencies and the requirements of institutional development, in addition to supporting career development paths and building capacities to ensure optimal utilization of national competencies and enhance the readiness of government personnel to keep pace with the changes of the next stage.
His Excellency said that the achievements of the Civil Service and Government Development Bureau have directly impacted the improvement of the efficiency of government performance and the quality of services provided to citizens and residents, through simplifying procedures, developing work models, and enhancing integration between government agencies, which contributes to raising the level of general satisfaction with government services and enhances the confidence of beneficiaries in the government work system.
His Excellency stressed that these efforts were integrated with the digital transformation process, where modern technologies were employed to support the implementation of policies and systems, enhance the efficiency of operations, and facilitate access to services, thus consolidating the concept of an effective and flexible government. He indicated that this approach contributed to improving the institutional work environment, enhancing governance, and supporting data-driven decision-making.
His Excellency pointed out that developing the human resources system, including the application of the provisions of the Human Resources Law, constitutes one of the main pillars of the sectoral strategy "Institutional Excellence and Services," due to its fundamental role in achieving national development goals, building a government apparatus capable of responding to challenges, and achieving sustainability in performance and results.
On the national capacity building side, HE Dr. Abdulaziz bin Nasser bin Mubarak Al Khalifa affirmed that the bureau is keen to empower government cadres with advanced digital skills, through quality training programs, including the "Kafaa academy for artificial intelligence," which provides more than 500 global training programs, in partnership with leading educational platforms, with the aim of preparing government employees for the requirements of the digital future, and enhancing their readiness to deal with modern technologies efficiently and professionally.
His Excellency pointed out that these efforts culminated in the Civil Service and Government Development Bureau receiving the "Use of Artificial Intelligence" award as the first entity to implement this system in the "Adaa" performance management system at the Middle East level, within the /SAP NOW AI/ event held in Expo Dubai, reflecting the bureau's leadership in adopting advanced technological solutions.
Regarding future plans, His Excellency indicated that the bureau's strategic plan extends until 2030, and includes the implementation of a set of initiatives and projects that will have a direct impact on government institutions and the civil service system.
