Doha: The International Committee of the Red Cross (ICRC) has received a signed copy of the mechanism for the release of detainees linked to the conflict between the Government of the Democratic Republic of the Congo (DRC) and the Congo River Alliance, also known as the “March 23 Movement.” This development marks a crucial step in the ICRC’s role as a neutral intermediary between the conflicting parties.
According to Qatar News Agency, the handover ceremony took place in Doha with the presence of officials from the State of Qatar, which is acting as a mediator in the conflict. Representatives from both the Government of the Democratic Republic of the Congo and the Congo River Alliance were in attendance.
The signing of the detainee release mechanism is a significant milestone towards fostering sustainable peace in eastern Congo. Under this mechanism, the ICRC is tasked with facilitating the identification, verification, and secure release of detainees held by both sides, enhancing the peace process.
This agreement follows successful negotiations hosted in Doha, where delegations gathered to evaluate the implementation of the Doha Principles Agreement signed in July. The discussions aimed at reinforcing commitments to peace and cooperation between the conflicting parties.
It is important to note that the ICRC had previously assisted, from April 30 to May 15 of last year, in the transfer of over 1,300 disarmed personnel from the Congolese government forces and their families from the city of Goma to Kinshasa, the capital of the DRC.
