Shura Council Focuses on Enhancing Sport Clubs’ Cultural and Social Impact

Doha: The Shura Council convened at its headquarters, chaired by HE Speaker Hassan bin Abdullah Al Ghanim. The session gathered representatives from various ministries and authorities, sports media practitioners, opinion writers, and individuals interested in social and cultural affairs.

According to Qatar News Agency, the session began with Ahmed Sultan Al Ghanim, Director of Sessions and Committees Affairs Department, presenting the agenda, which included endorsing the minutes of the previous session. The council discussed a public deliberation request from several Excellencies to promote sport clubs' activities and their social, cultural, and value-based roles.

HE the Speaker highlighted the State of Qatar's commitment, under HH the Amir Sheikh Tamim bin Hamad Al-Thani's leadership, to prioritize comprehensive care for people, especially children and young people. This focus aligns with Qatar National Vision 2030 (QNV2030), emphasizing youth as the core pillar of a prosperous community. HE Al Ghanim referenced Article 22 of the constitution, which mandates the country's care for the younger generation, protecting them from corruption and providing conditions for their development.

Qatar's attention to its people has led to significant progress in various sectors, notably sports. HE Al Ghanim noted the development of world-class sports infrastructure and the achievements of the younger generation in sports on regional and global stages. He emphasized that sports clubs are crucial for achieving QNV2030's pillars: human, social, economic, and environmental development.

Al Ghanim urged youth club custodians to focus on social, cultural, and ethical dimensions in their activities. The members agreed, highlighting the clubs' roles in complementing family, school, mosque, media, and other community institutions in social upbringing. They noted that these clubs nurture sports talents, enhance social relationships, and promote physical and mental well-being.

The members applauded the clubs' comprehensive facilities and called for optimal use of available resources. They encouraged diversifying voluntary initiatives, increasing social and cultural events, and involving all community segments, including the elderly and persons with disabilities. They advocated for year-round non-sporting activities and collaboration with youth centers to organize joint community programs.

Members stressed the need for partnerships with educational and cultural institutions and civil society organizations to unify efforts and serve young people. They emphasized the importance of private sector partnerships to support club activities and reduce reliance on state budgets.

The members also urged clubs to promote their cultural, social, and voluntary programs through media and digital platforms, targeting children and young people, who form the largest demographic and are active on social media.

After thorough deliberations, the council decided to refer the public deliberation request to the Education, Culture, Sport and Media Affairs Committee for further review and reporting. The session concluded with the council approving draft legislation amending Law No. (25) of 2018 on selective tax, which was referred to the government.
