Geneva: The Permanent Mission of the State of Qatar to the United Nations Office in Geneva participated in the third consultation of the Workstream 3 of the Global Initiative to Galvanize Political Commitment to International Humanitarian Law. This session focused on International Humanitarian Law and Peace and was chaired jointly by the State of Qatar, the Kingdom of Saudi Arabia, the People's Republic of Bangladesh, the Republic of Colombia, the Federal Democratic Republic of Ethiopia, and the International Committee of the Red Cross.
According to Qatar News Agency, the Second Secretary of the Permanent Mission of the State of Qatar in Geneva, Abdulaziz Al Mansoori, highlighted the escalating challenges the world faces today, including increasing tensions at both regional and international levels. He emphasized that these challenges place the issue of disarmament at a critical juncture, necessitating intensified efforts and strengthened joint action to maintain international peace and security, protect civilians, and uphold international humanitarian law.
Al Mansoori asserted that disarmament is not just a security issue but a fundamental humanitarian tool that aids in protecting civilians and their property, mitigating the impacts of armed conflicts, and supporting efforts to build sustainable peace in accordance with international humanitarian law provisions and principles.
He emphasized that adherence to international humanitarian law cannot be divorced from genuine commitment to disarmament standards, noting that disarmament serves as a crucial preventive measure to reduce human suffering and safeguard civilians.
Al Mansoori also detailed that disarmament is a complex, multidimensional process involving political, security, social, and economic elements. It aims to foster an environment conducive to implementing peace processes, achieving political and societal reconciliation, and promoting sustainable development pathways.
Furthermore, he noted that Qatar has prioritized integrating disarmament into its mediation efforts. A significant example of this was Doha's hosting of the signing ceremony of the Doha Framework for Peace in November 2025. This agreement between the Government of the Democratic Republic of the Congo and the Congo River Alliance (M23 Movement) included specific measures for disarmament, demobilization, and reintegration of armed groups.
