The following is the text of the offer that the Egyptian side conveyed to the leadership of the Hamas Movement on Friday, April 26, 2024, according to the Lebanese newspaper Al-Akhbar, which is close to Hezbollah.

Basic principles for an agreement between the Israeli side and the Palestinian side in Gaza on the exchange of detainees and prisoners between the two sides and the return of sustainable calm.

The framework agreement aims to release all Israeli detainees in the Gaza Strip, whether civilians or soldiers, whether alive or otherwise, at all periods and times, and to return to a sustainable calm, including taking the necessary measures to reach a ceasefire.

The framework agreement
consists of 3 stages, which are as follows:

The first stage (40 days,

With the possibility of extension):

¦ Temporary cessation of mutual military operations between the two parties, and the withdrawal of Israeli forces eastward and away from densely populated areas to an area close to the border in all areas of the Gaza Strip (except the Gaza Valley, as shown below).

¦ Cessation of aviation (military and reconnaissance) in the Gaza Strip for 8 hours a day, and for 10 hours on the days of the release of detainees and prisoners.

¦ Return of displaced civilians to their areas of residence:

¦ On the seventh day (after the release of all the women), Israeli forces withdraw from Al-Rashid Street to the east along Salah Al-Din Street, in a way that facilitates the entry of humanitarian aid, and allows the beginning of the return of unarmed displaced civilians to their areas of residence, and the freedom of movement of the civilian population in all areas of the Strip.

¦ On the 22nd day (after the release of
two-thirds of the detainees), Israeli forces withdraw from the center of the Gaza Strip (especially the Netzarim Martyrs axis and the Kuwait Roundabout axis) east of Salah al-Din Road to an area close to the border, where displaced civilians are allowed to return to their places of residence in the north of the Gaza Strip. .

¦ Facilitating the entry of intensive and appropriate quantities of humanitarian aid, relief materials and fuel (500 trucks, including 50 fuel trucks, including 250 to the north), including the fuel needed to operate the electricity and trade station and the equipment needed to remove rubble, and rehabilitate and operate hospitals, health centers and bakeries in every country. areas of the Gaza Strip and this will continue throughout all stages of the agreement.

Exchange of detainees and prisoners between the two sides:

Hamas releases at least 33 male and female detainees, including all surviving Israeli detainees, including women (civilians and soldiers), children (under the age of 19

Schedule for the exchange of detainees and prisoners between the two parties in the first stage:

Hamas releases 3 Israeli detainees on the first day of the agreement. By the seventh day (at most), Hamas will submit a list of all remaining detainees (in addition to the 33 mentioned) from the above-mentioned categories, provided that they will be released on the 34th day, when the agreement to stop military operations will be extended for several days depending on the remaining number of detainees. (One additional day for every additional detainee who is released. In return, the Israeli side will release the agreed-upon identical number of Palestinian prisoners in Israeli prisons, according to the lists that will be agreed upon.

Exchanges are linked to the extent of compliance with the terms of the agreement, including the cessation of aggressive operations, the redeployment of forces, the return of displaced persons, and the entry of humanitarian aid.

No later than the 16th day of the first phase (and after the release of half of the detainees), indirect discussions will begin between the two parties regarding agreeing on the necessary arrangements for the return of sustainable calm.

The United Nations, its relevant agencies and other international organizations carry out their work in providing humanitarian services in all areas of the Gaza Strip, and this continues throughout all stages of the agreement.

Beginning the rehabilitation of infrastructure (electricity, water, sanitation, communications, and roads) in all areas of the Gaza Strip, and the coordinated introduction of the necessary equipment for civil defense, and to remove rubble and rubble, and continuing this throughout all stages of the agreement.

Facilitating the introduction of supplies and requirements necessary to establish shelter camps to accommodate displaced persons who lost their homes during the war.

Starting from the 14th day, an agreed upon number of wo
unded military personnel will be allowed to travel through the Rafah crossing to receive medical treatment.

The second stage (42 days):

Completing the agreement on the necessary arrangements for the return of sustainable calm and announcing its entry into force before commencing the exchange of detainees and prisoners between the two parties – all remaining Israeli men alive (civilians and soldiers) – in exchange for an agreed-upon number of prisoners in Israeli prisons and detainees in concentration camps. Israeli forces, and the withdrawal of Israeli forces from the Gaza Strip.

Begin the necessary arrangements for the comprehensive reconstruction of homes, civilian facilities, and civilian infrastructure that were destroyed due to the war.

The third stage (42 days):
