Assistant Undersecretary at Ministry of Justice: Ambitious Plan for Digital Transformation in Real Estate Registration

HE Assistant Undersecretary for Real Estate Registration and Authentication Affairs at the Ministry of Justice Saeed Abdullah Al Suwaidi revealed an ambitious plan for digital transformation in real estate registration and documentation services, with the aim of providing complete e-government services to upgrade the level of services provided to the public, improve the SAK application and prepare a comprehensive employee, in order to contribute to enhancing employees' experiences in the real estate registration and documentation sectors.

In an interview with Al-Sharq newspaper published Sunday, HE explained that the digital transformation plan regarding real estate registration and documentation services provides complete e-government services with the aim of upgrading the level of services provided to the public, companies and government entities, contributing to increasing the appetite for e-services, and increasing the efficiency of services through the digital integration and linkage project with ministries, government institutions and some private institutions.

He added that the plan also aims to enhance transparency and community participation, and train employees and develop their skills to keep up with and accommodate the requirements of digital transformation, including the preparation of the "comprehensive employee" that contributed to enhancing the skills and experience of employees in the real estate registration and documentation sector.

Al Suwaidi pointed out that to achieve the goals of this plan, ambitious projects and programs have been prepared within the strategic plan of the Ministry of Justice 2020-2022, with the aim of promoting digital transformation in the real estate registration and documentation sector, and developing the infrastructure of real estate information systems, explaining that pages specialized in real estate services have been launched on the ministry's website, such as the pages of real estate brokerage and the non-Qatari ownership and use of real estate. In the next phase, the ministry seeks to transfer the legal documents for real estate registration and documentation services to be completely electronic.

He stressed that the ministry seeks to purify the real estate market from intruders to the profession, as 33 violators of the real estate mediation law were seized and referred to the prosecution, and many crimes that occurred in violation of the real estate mediation law were registered, through the judicial control officers from among the administrations employees who are authorized to have the status of judicial control officers.

Regarding the mechanism for developing the real estate registration and documentation sectors, at the level of services for individuals, government agencies, or the national economy, he said that there is a flexible plan, as all transactions in the real estate registration and documentation sector are conducted according to an electronic, automated documentary cycle, and in cases that require personal attendance, the first stages of transactions are completed electronically, and attendance is only to sign the transaction.

He pointed out that there are a number of updates in the legal system for real estate registration and documentation in line with the national development process, after HH the Amir Sheikh Tamim bin Hamad Al-Thani kindly issued the new documentation law, which is an important law for several considerations, as the previous documentation law was issued in 1979, and great developments occurred afterward, especially during the last two decades that witnessed a comprehensive development renaissance that made the State of Qatar at the forefront of the leading countries in the fields of growth. The Ministry took into account keeping pace with the renaissance, which was reinforced by the launch of Qatar National Vision 2030 (QNV 2030) that requires the introduction of appropriate legislation.

He noted that the new law included many updates and facilities of interest to citizens and residents, and thus covered the deficiencies in the previous law and made it more in line with development, not only local but also global. It created the position of the notary, defined his responsibilities and the prohibitions of his legal work, and introduced taking an oath before starting his work. It also introduced the control of the definition of authentication, authentication of signatures, proof of history, and how to verify the identity of the contracting parties according to official documents. In addition, special provisions have been developed for dealing with people with special needs and how to assist them in expressing their will and signing documents.

He also explained that the law introduced, in the event of a document written in a language other than Arabic and related to the transaction subject of documentation, the need to attach the translation associated with the document subject of documentation and introduced the grievance against the notary's decision to reject documentation with His Excellency the Minister, specifying the date of the grievance and the maximum period for deciding on it, instead of resorting to the judiciary directly as in the previous law, which saves time and effort for auditors.
